What Does a Digital Certificate Actually Let You Do?
A digital certificate is primarily an electronic identity credential.
On participating government websites it can be used to identify you and, depending on the procedure, electronically sign a submission.
Typical uses include:
- logging into a personal government area;
- submitting forms and documents;
- signing applications;
- checking the status of an administrative file;
- downloading official certificates;
- replying to government requests;
- viewing electronic notifications;
- authorising another person to represent you; and
- accessing personal tax, Social Security and administrative records.
1. Punto de Acceso General

The Punto de Acceso General is one of the most useful starting points for Spanish national administration.
Think of it as a central government gateway rather than the electronic office of a single ministry.
It provides access to frequently used electronic services including:
- REG-AGE;
- DEHú notifications;
- Mi Carpeta Ciudadana;
- the Registro Electrónico de Apoderamientos;
- Cl@ve registration information;
- government office searches; and
- links to other public administrations.
2. REG-AGE: Submit Documents to the Spanish Administration

The Registro Electrónico General, normally abbreviated to REG-AGE, is one of the most useful services to know about.
It allows you to submit documents electronically for processing by an organ of the Administración General del Estado, a public body or an associated entity within its scope.
This can be particularly useful when you need to:
- send a written request;
- submit supporting documentation;
- respond to an administrative matter;
- send a formal communication to a public body; or
- create evidence that a document was officially submitted.
After submission, you normally receive an electronic registration receipt.
Why REG-AGE Is So Useful
Spanish bureaucracy often involves a phrase such as:
“Present an escrito through the electronic registry.”
REG-AGE is frequently the system that makes this possible without physically visiting a registry office.
For example, you may have a PDF letter, supporting documentation and a government body to which you need to formally submit them.
REG-AGE can give you:
- a formal date and time of submission;
- a registration number;
- a receipt;
- evidence of the files you submitted; and
- electronic transmission to the selected administration.
REG-AGE Is Not a Universal Substitute for Every Government Form
Some administrative procedures require submission through a specific application, form or electronic office.
Examples can include specialised tax returns, certain immigration applications, grants and other regulated procedures.
If the official instructions tell you to use a specific electronic application, use that system.
REG-AGE is most useful for general submissions or where the receiving administration permits documents to be filed through the general register.
3. Mi Carpeta Ciudadana
Mi Carpeta Ciudadana
Mi Carpeta Ciudadana is a personal online area that brings together information held by different Spanish public administrations.
You can access it using recognised electronic identification, including an electronic certificate.
Depending on the data available about you, it can show information relating to areas such as:

- other information supplied by participating administrations.
Why Mi Carpeta Ciudadana Is Worth Checking
Spanish administration is highly decentralised.
One piece of information may be held by a ministry, another by Social Security, another by the DGT and another by an autonomous community.
Mi Carpeta Ciudadana attempts to give you a single personal view across participating administrations.
It is therefore a good first place to look when you are trying to understand what the Spanish administration already knows about you.
4. Agencia Tributaria — AEAT
Agencia Estatal de Administración Tributaria
If you pay tax in Spain or own Spanish assets, the Agencia Tributaria electronic office is essential.
A valid electronic certificate can be used for many AEAT procedures.
These include:
- filing tax returns and models;
- checking previously filed returns;

Importass is the online portal of the Tesorería General de la Seguridad Social.
It is one of the most useful Social Security websites for everyday administrative information.
Services include:
- checking your vida laboral;
- checking your Social Security number;
- viewing employment and contribution information;
- obtaining reports and certificates;
- checking and changing personal details;
- managing autónomo matters;
- managing household-employment procedures;
- checking payments and debts; and
- tracking applications and requests.

One of the most frequently downloaded Spanish administrative documents is the informe de vida laboral.
It records employment-registration periods held by Social Security.

6. Sede Electrónica de la Seguridad Social

Why DEHú Is Important
A digital certificate is not only about submitting documents.
It can also give you access to documents that the administration is sending to you.
This makes DEHú particularly important if you:
- have ongoing tax matters;
- run a business;
- are self-employed;
- have administrative applications in progress;
- deal regularly with government bodies; or
- are legally required to communicate electronically with the administration.

An official electronic notification can have procedural and legal consequences.
If you receive one, check:
- which administration sent it;
- the date;
- what action is required;
- the deadline; and
- whether there is a specific electronic procedure for responding.
8. Registro Electrónico de Apoderamientos — REA
Registro Electrónico de Apoderamientos
The Registro Electrónico de Apoderamientos, or REA, allows powers of representation to be registered so that another person can act on your behalf before participating public administrations.
This can be useful if you want a:
- gestor;
- lawyer;
- family member;
- accountant; or
- other authorised representative
to perform specific administrative actions for you.
Why REA Is Better Than Sharing Your Certificate
A personal digital certificate identifies you.
You should not normally solve representation by emailing your certificate file and password to another person.
An electronic power of attorney is a much cleaner administrative approach because the representative can act using their own electronic identity while the administration records the authority under which they are acting.
9. Ministerio de Justicia
Ministry of Justice Electronic Office
The Ministry of Justice electronic office provides a large number of online procedures.
The ministry supports electronic certificates for identification and electronic signing where required by the particular procedure.
Useful services include procedures relating to:
- criminal record certificates;
- sexual offences certificates;
- birth certificates;
- marriage certificates;
- death certificates;
- last wills certificates;
- insurance contracts covering death;
- Spanish nationality procedures;
- checking application status; and
- submitting certain applications and documents.
Not Every Justice Procedure Requires a Certificate
Some Ministry of Justice services can also be accessed through Cl@ve or even without a digital certificate.
The authentication method depends on the individual procedure.
Having a certificate nevertheless gives you one of the strongest and most broadly supported electronic-identification methods available.
10. Dirección General de Tráfico — DGT

The DGT confirms that a valid digital certificate can be used to identify yourself electronically and perform procedures in its electronic office.
Available online services cover areas such as:
- driving licences;
- vehicles;
- traffic fines;
- fees;
- electronic submissions;
- representatives;
- vehicle reports;
- changes of address; and
- other traffic administration.
DGT and miDGT Are Not Exactly the Same Thing
The miDGT mobile app is extremely useful, but the DGT electronic office offers a broader web-based catalogue of services.
Some procedures can be performed through:
- the DGT website;
- the miDGT app;
- electronic registration;
- Cl@ve; or
- a digital certificate.
The available method depends on the particular procedure.
11. Extranjería Electronic Services

Foreign residents should also know the electronic services of the Spanish administration dealing with Extranjería.
The Administraciones Públicas electronic office provides access to immigration-related procedures and files.
Electronic identification systems include certificates within the Cl@ve framework.

What Is Mercurio?
Mercurio is an electronic platform used for certain immigration applications and related procedures.

The Servicio Público de Empleo Estatal also provides online procedures through its electronic office.

Spain’s autonomous communities operate many important public services themselves.
That means there is no single national website for every administrative matter.

Do not overlook your local town hall.
Most medium-sized and large Spanish municipalities now operate a sede electrónica.

You will notice that many Spanish government websites offer several identification methods.

You do not have to choose one system for everything.
A practical setup for someone living in Spain is to have both Cl@ve and an FNMT digital certificate.

When Should You Use the Digital Certificate Rather Than Cl@ve?
The certificate is particularly useful when:
- a procedure explicitly asks for certificate-based identification;
- electronic signing is required;
- you need to use AutoFirma;
- you are submitting documents through an electronic registry;
- you need a strong reusable desktop identity method; or
- a particular website’s Cl@ve implementation is unavailable or inconvenient.
Do All Spanish Government Websites Accept an FNMT Certificate?
No.
There is broad interoperability across Spanish public administration, but not every website offers exactly the same authentication systems.
Some procedures:
- accept certificates directly;
- route identification through Cl@ve;
- require AutoFirma;
- use a dedicated application; or
- do not require electronic identification at all.
Always follow the instructions for the specific procedure you are performing.
Do You Need AutoFirma?
Sometimes.
A government website may successfully identify you with your certificate and then require AutoFirma when the final application or document needs to be electronically signed.
Authentication and signing are related but distinct steps.
What Should You Save After an Online Submission?
Whenever you submit something important electronically, download and keep:
- the registration receipt;
- the application confirmation;
- the CSV or verification code;
- the registration number;
- a copy of the documents submitted; and
- any confirmation email.
What Is a CSV?
You will frequently see the abbreviation CSV on Spanish electronic documents.
It means Código Seguro de Verificación.
The code allows the authenticity and integrity of an electronic document to be checked against the issuing administration’s records.
A CSV is not the same thing as your digital certificate.
Can You Do All Spanish Bureaucracy From Home Once You Have a Certificate?
No.
A digital certificate dramatically increases what you can do online, but some procedures still require:
- physical identity verification;
- fingerprints;
- original-document inspection;
- an appointment;
- collection of a physical card; or
- another in-person administrative step.
A good example is immigration documentation: electronic systems can handle many parts of an application, but obtaining a physical TIE still involves procedures that cannot simply be completed through a browser.

“REG-AGE can be used instead of every official application form.”
No. If a procedure requires a specific submission system, use that system.
“Mi Carpeta Ciudadana contains absolutely everything the government knows about me.”
No. It aggregates information from participating administrations but is not a universal database of every public record.
“If I have a certificate, I no longer need Cl@ve.”
Not necessarily. Having both gives you more flexibility.
“DEHú is just another email account.”
No. It provides access to official administrative notifications and communications.
“I should give my certificate to my gestor.”
Use an appropriate representation mechanism such as an electronic power of attorney where suitable.
“Every government procedure can be done online.”
No. Some still require an in-person stage.
“Every government website uses the same login method.”
No. Certificate, DNIe, Cl@ve and procedure-specific systems can all be used.
